Is 16GB of RAM too much for Minecraft? Probably not. For a higher-end sports car? Probably. I usually do 6gb just in case, but minecraft should run on 4gb unless you are doing some pretty intense stuff that would require more ram, and with mods I would do 8gb–10gb.

How much RAM do I need for minecraft server?
You should be able to run a server with 2gb of ram dedicated for that server. That’s the default amount for singleplayer, if I remember correctly, and a server can run on that. Of course it also depends on the map you have and if there’s a lot of redstone stuff etc.
Is 16GB RAM enough for modded Minecraft?
The minimum system requirements for “vanilla” Minecraft* (that is, completely unmodded) is 4GB of RAM, but players who use mods routinely allocate 6GB or more to keep the game running properly. If you’re planning on heavily modding Minecraft, 8GB of RAM is a good place to start, with more being better.
