Instead of plotting to tear the Avengers apart, Zemo chooses to help Sam (Anthony Mackie) and Bucky (Sebastian Stan). Why?

As a result of The Civil War storyline, Iron Man asked Zemo to begin recruiting villains to his cause, which Zemo had already been doing, unknown to Iron Man. However, he met up with Captain America and informed him that he really had reformed.
