Strange does have the time stone. He has it in his movie, which takes place in 2016. Bruce Banner gets the time stone from the ancient one in 2012, and Cap takes it back to 2012. Obviously he doesn’t have it in 2023 when Spiderman No way home takes place because Thanos destroyed the stones.
